Site-plan review for 5 Technology Drive continued after wetlands-driven redesign and pending peer review

Wesley Fliss of McCarthy Engineering updated the Westborough Planning Board on July 7 about the 5 Technology Drive site plan, saying the team shifted the project footprint roughly 25 feet north after conservation-commission and peer-review site walks identified an isolated vegetated-wetland area and to reduce disturbance near vernal-pool buffers.
Fliss said the redesign reduced the size of an at-grade detention basin and an underground infiltration system, moved the outlet farther from wetlands to reduce tree removal, and added a proposed handicap ramp and crosswalk to connect the site to the existing sidewalk on Technology Drive. He told the board that CEI’s peer review remains in process and that the project team expects to return with a conditional approval recommendation once CEI issues a clean review letter.
Board members asked whether a payment-in-lieu-of-taxes (PILOT) pilot or tenant agreements would be in place before the next meeting; the applicant said such agreements are typically completed before occupancy, not necessarily prior to the August meeting. The board discussed making certain deed or maintenance agreements — including a percentage allocation of sign area for multi-tenant signs on the site — a condition to be submitted to the building inspector before sign permits or occupancy.
Given outstanding CEI comments and several drafting questions, a board member moved to continue the site-plan-review hearing for 5 Technology Drive to the August 4, 2026 meeting; the motion was seconded and approved. The applicant indicated they will continue coordinating with CEI and the planning office and hope to return with final materials in August.
