Conservation commission re-approves Mineral Hills South restriction to Kestrel Land Trust after EEA requirement

The Northampton Conservation Commission voted unanimously June 25 to re-approve a conservation restriction on the southern Mineral Hills property, with the restriction to be held by Kestrel Land Trust. Staff said the re-approval was required after the Executive Office of Energy and Environmental Affairs (EEA) interpreted the submission package to require an additional formal vote now that the finalized document exists.
Commission staff described the restriction as substantially similar to the standard EEA template used for prior properties (for example, the recently approved Pomeroy property restriction), with some minor, previously negotiated modifications and a standard carve-out allowing a small parking area if needed. Commissioners approved the restriction and were asked to come in over the next few weeks to sign the document; staff said a quorum of signatures will be sufficient for execution.
The commission’s approval completes a step required by state review and allows the conservation restriction to be executed and recorded with the land trust as holder.
