Madison council approves labor pact, appropriations and a set of purchase orders

The Village of Madison council on Dec. 23 approved a package of ordinances, a labor agreement and several purchase orders, adopting routine measures ahead of the new fiscal year.
Council unanimously approved Pay Ordinance No. 2514, which the mayor presented as totaling $3,238,538.41 (payroll $69,695.44 and $3,168,842.97 for current and upcoming expenses). Council likewise passed Ordinance No. 32-2024, setting temporary appropriations for Jan. 1–Mar. 31, 2025, after a successful motion to suspend the rules.
The council also approved Ordinance No. 33-2024, authorizing a labor agreement with the Ohio Patrolmen’s Benevolent Association. Law Director Szeman told council the tentative agreement (referred to as “Exhibit 1”) was not in the packet because it had not been available for a prior executive-session review; council amended the ordinance on the floor to add the exhibit and then passed the measure as amended. Mayor Britton said he was pleased with the agreement.
Council passed Ordinance No. 34-2024 to amend codified ordinances (section 131.17) to provide village contributions to employee Health Savings Accounts for employees enrolled in eligible high-deductible health plans. Resolution No. 16-2024, confirming the appointment of Keegan Vaught as a part-time patrol officer, was adopted as well.
On procurement, council approved a $32,973.25 purchase order to the Lake County Engineer for the village’s share of the Middle Ridge Road Paving Project (per an agreement with OPWC/Lake County), a $3,370.90 purchase to Kiesler Police Supply for simunition equipment for training at the Lake County Training Facility, and a not-to-exceed $5,000 purchase to Chivers Construction Co. to remove excess effluent at the wastewater treatment plant. All three purchase orders passed on recorded votes.
All motions related to the ordinances and purchase orders were recorded as passing on roll calls, typically by 5-0 votes unless otherwise noted in the record.
The council adopted two proclamations recognizing L.C.E. Federal Credit Union as the Eastern Lake County Chamber’s 2025 Business of the Year and William "Bill" Creed as the 2025 Beacon Award winner.
What’s next: council will begin work on the first-quarter temporary appropriations for 2025 and staff will proceed with contracting and project work authorized by these approvals.
