Board recommends adding J-turn left-turn restrictions on Route 100 to enable enforcement

Staff presented a follow-up to the J-turn improvements completed on Route 100 with MoDOT and asked the board to add matching left-turn restrictions to the city’s traffic schedules so local enforcement is possible. The request covers restricted side-road left-turn movements at the J-turn locations (three to four movements per intersection, depending on the location) and aims to match the signage already placed in the field.
Mr. Brown explained that the J-turn project included signage restricting certain left turns and that adding the same restrictions to the city’s traffic schedules makes them enforceable by the precinct: "So that's the request to you tonight," he said, describing the locations and signage placed on Pond Road and Saint Albans/Route T at Route 100.
Board members asked whether the city can enact an ordinance affecting a state-maintained highway; staff replied that local prosecution of offenses is standard practice and that MoDOT expects local jurisdictions to add such restrictions for enforceability. Members discussed field signage (including wrong-way and no-left-turn signs) and whether additional posting or enforcement language should be added to the traffic schedule documents. A motion to forward the recommended ordinance to city council passed with aye votes and no recorded opposition; staff will prepare the ordinance and return if additional sign postings are needed.
