Valley Center council approves pump, several change orders and an appointment; vacates and signage actions taken

Purchases and change orders: Staff reported an unquoted submersible pump already in possession for the 5th Street flood control project; council approved purchase from the sewer fund for $15,317.81. The council approved water treatment plant change order No. 5 for a gas main and service extension in the amount of $7,953.50 (cost to be allocated from owner allocation and not change the contract value). Engineers and city staff presented three subdivision‑related change orders: Vail Point Phase 1 Lot 9 sanitary service ($1,005), Arbor Valley Phase 2 fire hydrant extensions and 45‑degree bends ($7,450), and a Seneca Street riprap/resurfacing add‑on for erosion control ($6,125). Each of those motions passed by voice vote.
Planning and code matters: Staff presented Ordinance No. 14‑48‑26, drafted to repeal a special use permit for Dependable Pallets at 201 South Cedar; the council approved the ordinance for first reading and set an effective date of Aug. 1 to coincide with prior council direction. LifePointe Church’s request to place temporary Hope Valley Center signage in the public right‑of‑way was approved for July 15–25 after council amended the original dates.
Easement vacation tabled: A petition from Gary Gertz to vacate a roughly 49‑foot triangular portion of a drainage easement near 700 West 5th drew public comment. Mr. Gertz said he had maintained the space for decades; staff advised the council that the easement is city property and recommended advertising the parcel for other interest if the council intended to vacate it. Council voted to table the item to the next council meeting while staff gathers survey, parcel and closing‑cost information and routes the item through planning and zoning.
What happens next: Staff will finalize documentation and costs for the change orders, prepare the ordinance for second reading, and return the drainage‑easement item after additional research. The city will also pursue the extension request to Sedgwick County regarding fire aid deadlines.
