The Hammond Redevelopment Commission voted unanimously to accept proposals and approve a series of property transactions and contracts affecting multiple city parcels.
Commission staff read responses to requests for proposals and offers for properties including 4624 Johnson Avenue, 627 Hoffman Street, parcels on Moore Street, 4147 Homan Avenue, and 7236 Grand Avenue. Staff reported offers ranging from several thousand dollars (for small single-family lots) to mid-five-figure bids for other parcels; for 4624 Johnson the highest read offer was $10,000. After staff review the commission moved to accept the proposals for further review and voted 5–0 to proceed.
The commission approved a signed purchase agreement for property commonly known as 6037 Wallace Road, accepting a proposed offer of $10,150. It separately approved a purchase agreement for 6109 Wallace Road (reported offer $3,700) and approved a redevelopment contract for two parcels at 6062–61 77th Street — described in the meeting as the River North site (formerly referred to as the “Haunted House” site). Staff said the contract amount for River North is $291,800. Each of these motions passed on roll call with five yes votes.
Commissioners voted to table two related items involving the Hammond Professional Firefighters Association Local 556 and property at 435 Fayette Street; both the development-agreement item and the purchase-agreement item were tabled for later consideration.
The commission also authorized staff to advertise a request for proposals for additional property, including 5454 Homan Avenue (the former Franciscan Alliance Hospital site), to solicit redevelopment proposals for downtown parcels. The authorization passed 5–0.
The actions were procedural approvals and authorizations; the commission directed staff to continue review and return with any required documents and recommendations. Final sale prices, purchasers’ identities and detailed contract exhibits were not provided on the record and will be reflected in subsequent staff reports and executed agreements.
