County staff read suggested language from the county attorney intended to clarify section two: "representation of mental health, alcohol, and drug treatment providers that are not under contract with the county and are not affiliated with any contracted provider shall be limited to no more than one member per service area," Monica said while reading the attorney's recommendation.
Members raised practical concerns: in a rural county it may be hard to recruit distinct people who each represent narrowly defined service areas or specialties, and members noted the current roster already includes multiple mental‑health providers. Amber said providers differ by population served and specialty and suggested the council ensure bylaws honor the original purpose without unnecessarily excluding voices.
Staff and the county attorney will prepare a clean, edited version of the bylaws for distribution to council members and then present the draft to the Board of County Commissioners with an explanation of the proposed changes and their rationale.
No formal vote was taken on bylaws language at this meeting; the council agreed to continue refining language and to seek county‑counsel clarification about whether the provision mirrors a statute or is advisory.
