Public Works Director Kris Alesch told the Early City Council on Feb. 4 that well #2 is showing high drawdown and sand infiltration, and that the Iowa Department of Natural Resources has required a revised permit with a compliance schedule due April 30, 2025. Alesch said static levels were about 16 to 16½ feet and drawdown about 6½ feet and that testing is needed to locate where sand particles are entering the system.
To meet the compliance deadline, Councilor Brian Pickhinke moved and Councilor Christine Madden seconded a motion to hire engineering firm Bolten & Menk. The council approved the hire by roll-call vote: Madden, Pickhinke, Brandon Scadden, Tim Langner and Becky Blackman voted aye. The motion carried.
Council members discussed the need for testing and engineering analysis to identify the sand source and to prepare the revised permit and compliance schedule required by the Iowa DNR. The council did not record further specifics about the scope of work, contract value or a project timeline in the meeting minutes.
Next steps recorded in the meeting: staff will work with the hired firm to develop testing and a compliance schedule for submission to the Iowa DNR by the April 30, 2025 deadline. No additional funding allocations or contract amounts were recorded in the transcript of the meeting.
The council took the hire as a formal action; any later contract details or budget votes were not included in the meeting record.
