Rachel with ISG presented the monthly engineering report and told the council that landowners were mailed notice of a Special Meeting set for Tuesday, Nov. 12 at 7 p.m. "Before damages can be paid, landowners need to submit to the council in writing their claims prior to the November 12th Special Meeting," Rachel said. She also recommended that the contractor replace the full panel damaged on 3rd Street and that all supplier bills be submitted before the project is closed out.
Councilor Becky Blackman moved to accept Change Order #5, which the record lists as a net change of $3,316.40; Councilor Brian Pickhinke seconded, and a roll-call vote was unanimous in favor (Scadden, Madden, Langner, Pickhinke, Blackman). Later, Councilor Brandon Scadden moved to approve Pay Application #9 to Empire Excavation for $10,212.59; Councilor Blackman seconded and the motion passed on a unanimous roll-call vote.
The council did not record any dissent and directed that landowner claims be submitted in writing prior to the Nov. 12 special meeting; no timeline for final project closeout beyond that requirement was provided in the meeting record. The City Attorney was not present at the session.
