Early City Council approves Drainage District-59 change order and authorizes $29,591.83 payment to contractor

Mayor William Cougill called the special meeting to order at 6:00 PM at City Hall and led the Pledge of Allegiance. Councilors Brandon Scadden, Christine Madden, Becky Blackman and Brian Pickhinke were present; Councilor Tim Langner was absent.
Rachel Milage, a representative with engineering firm ISG, provided a short update on the drainage project’s progress and outlined remaining expectations for completing the work. The council did not request extended discussion following Milage’s remarks.
Councilor Becky Blackman moved to approve Drainage District-59 Change Order #3; Councilor Christine Madden seconded. On a roll call vote the four council members present — Scadden, Pickhinke, Madden and Blackman — voted aye and the motion carried.
Councilor Brian Pickhinke moved to approve payment of Application #7 to Empire Excavation in the amount of $29,591.83; Councilor Brandon Scadden seconded. By a show of hands the four present councilors voted aye and the council authorized the payment.
Councilor Blackman then moved to adjourn; Councilor Scadden seconded and the council adjourned at 6:34 PM. The meeting minutes are signed by Mayor William Cougill and City Clerk Lexi Wallace.
The approvals advance the Drainage District-59 project’s contracted work and authorize the most recent contractor payment; the council did not schedule additional public hearings or further votes on the items at this meeting.
