Buffalo County commissioners approve budget transfers, close noxious weed fund and OK service agreements

The Buffalo County Board of Commissioners on June 23 approved a series of fiscal and contracting measures to close out the 2025–2026 fiscal year. The board adopted Resolution 2026-28 to cover budget shortages by transferring $70,000 to the County Court budget, $3,500 to Extension and $1,500 to Institutions from the General Miscellaneous budget. The motion was moved by Commissioner Daniel Lynch, seconded by Commissioner Ivan Klein, and passed by roll call with Lynch, Higgins, Klein, Kouba, Loeffelholz, Maendele and Morrow voting aye.
Separately, the board approved interfund transfers to support operating priorities, voting to move $700,000 from the General Fund (0100) to the Road Fund (0200) and $500,000 from the General Fund to the Sinking Fund (2750). That motion was moved by Commissioner Timothy Higgins, seconded by Commissioner Myron Kouba, and carried unanimously.
The board also approved Resolution 2026-29 to close the Noxious Weed Control Fund (5400) effective June 30, 2026, directing the County Treasurer to transfer the remaining balance to the General Fund and to route any future collections to the General Fund. The motion to close the fund was moved by Commissioner Ronald Loeffelholz, seconded by Commissioner Myron Kouba, and approved by the full board.
On procurement and facilities matters, the board approved a Vehicle Maintenance Service Agreement with Kearney Ag and Auto Repair to begin July 1, 2026, following an informal request-for-proposal process; the motion was moved by Commissioner Bill Maendele and seconded by Commissioner Myron Kouba. The board renewed its agreement with Schneider Geospatial, LLC, and authorized Midwest Connect to supply postcards for the Property Tax Request Act public hearing notice. Facilities Director Stephen Gaasch presented Change Order Request #1 for the 610 Building project in the amount of $21,509; the board approved the change order on a motion by Commissioner Ivan Klein, seconded by Commissioner Daniel Lynch.
Board action throughout the meeting was recorded by County Clerk Heather A. Christensen and approved by roll call votes. The measures are administrative steps intended to balance department budgets, complete ongoing projects, and ensure public notification for upcoming tax hearings as the fiscal year closes on June 30, 2026.
