Union City Council approves sinkhole repair, easements and routine land-use actions

Union City Borough Council on Aug. 13 approved multiple infrastructure and land-use actions, including a $22,295 contract to repair a sinkhole at Municipal Lot #1, retroactive easements related to 104 East High, approval of the borough’s minimum municipal obligation for pension funding, subdivision sign-off for West High Street properties, a $500 parcel purchase for a gazebo project, and an easement for a kayak and canoe launch at the American Legion ball field.
Streets Supervisor Bob Phillips reported that a sinkhole had developed at Municipal Lot #1 where a 24-inch clay tile had failed; engineer recommendations included replacing tile, reconnecting pipes, installing a larger catch basin and replacing approximately 10 feet of pipe. Two contractor estimates were presented: Mansfield at $22,295 and McLallen Construction at $23,450; council voted to contract Mansfield for $22,295 and agreed the borough would provide a truck during the project.
Council approved a retroactive easement with property owner Anthony Hickey at 104 East High Street to allow the borough to install a catch basin and to connect it by pipe to a PennDOT-installed basin. Under the agreement the property owner will dig and maintain a ditch and install the connecting pipe; the borough will accept responsibility for the two catch basins and about 60 feet of pipe.
Borough Manager Cindy Wells presented the 2025 MMO figures: $48,029 required for the non-uniform pension and $0 for the police pension; the council approved the municipal obligation as presented. The council also approved a subdivision combining a portion of 92 West High Street with 88 and 90 West High Street after Erie County Planning approval, and approved a $500 purchase of a small parcel adjacent to Municipal Lot #3 for a gazebo project pending survey and solicitor paperwork.
Council also approved an easement with the American Legion to install and maintain a kayak/canoe launch along French Creek; the project will be funded by the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council. All recorded motions on these items carried unanimously.
