Earlham council approves $30 return-check fee and 4% credit-card surcharge

Mudge moved to approve Resolution No. 25-53, and Fredericksen seconded; the roll call was unanimous. Fredericksen moved to approve Resolution No. 25-54, and Visser seconded; that vote was also unanimous.
City officials said the changes are administrative adjustments to better align the city’s costs with operations. The items were discussed as part of the unfinished business and formalized as separate resolutions at the meeting.
Both resolutions were recorded as unanimous motions on the council’s Dec. 8 consent and action items. The council did not specify an implementation mechanism beyond the effective date of Jan. 1, 2026.
