Morristown officials authorized a transition from the town's current payroll vendor to Paylocity after finance director Tina Sweet and HR staff described persistent reliability and reporting problems with the existing system.
Tina said the town still relies on paper HR files and that Paychex did not deliver a reliable HRIS as promised. Cindy (HR staff) and Tina said Paylocity was the remaining viable option after other vendors opted out when they learned the town's payroll complexity (three unions, differing rules). The vendor will support electronic onboarding, benefit open enrollments and produce required wage and tax reporting. Staff proposed a migration plan with parallel payroll processing starting in October and a target go-live date of Jan. 1; Paylocity will not charge live payroll fees until the town goes fully live.
The board approved the transition, authorizing the town manager to execute a contract for an estimated annual subscription of $16,781.70 plus one-time implementation fees; staff said one-time migration fees are modest and training will be staged with dual-run verification to ensure accuracy.
