Board gives nonbinding OK to JCW redevelopment concept at 100 E. Palatine Road

The Wheeling Village Board on July 8 provided nonbinding feedback in favor of a redevelopment concept from JCW Development for the former Allstate training site at 100 East Palatine Road.
Director Clicker summarized the request as a proposal to demolish the existing structure and construct a 59,947-square-foot industrial-office building designed for modern warehousing and light regional distribution. JCW's representative Will Scott and project team members Casey Clutcho (Harris Architects) and Sam Fernandez (civil engineer) outlined a proposed schedule: property closing targeted Oct. 15, demolition in February, construction beginning in March or April and completion by the end of 2027. Scott said the building is being developed as a flexible shell that can be subdivided into one or two tenant spaces and is intended to attract light industrial or local distribution tenants.
Trustees asked whether IDOT frontage approvals would be required (Scott said yes and that an application is pending), whether the site could be subdivided (team said the design allows splitting down the middle for up to two tenants), and whether the site's I-2 zoning sandwiched between I-3 districts is sufficient (Director Clicker said it is). Staff noted that remaining technical issues include stormwater detention/retention, drainage, traffic, and other site aspects to be resolved during formal plan review.
After the presentation and questions, the board answered the nonbinding guidance question in the affirmative. Director Clicker and staff will work with the developer on site-plan submittals and outstanding technical approvals.
