The Village of Wheeling on July 8 adopted an ordinance repealing a previous special-use approval for a massage establishment at 747 West Dundee Road, commonly referred to in the proceedings as GA Spa.
Director Clicker told the board the revocation was requested because the prior petitioner was unable to obtain a business license and a new petitioner does not want to operate a similar business at the address. "So that's what we're doing tonight is revoking the previous," Director Clicker said when explaining the proposed ordinance.
President Horker asked for a motion to close the public hearing and then for a motion to approve the revocation. The board moved, seconded and approved the ordinance by roll call; Clerk Bridal recorded the affirmative votes. The ordinance was listed in the agenda materials as docket PSU25-0024 and referenced ordinance number 5788 in the hearing materials.
The board stated the revocation is intended to allow the village to consider a new special-use request from a different petitioner; staff indicated the new petitioner will appear before the plan commission for their separate review.
The action clears the site for a fresh application; the public hearing record was closed prior to the vote and no public commenters spoke during the allocated comment period.
