Board approves joint-use agreement with city, awards portable and construction contracts and greenlights library change order

The Santa Paula Unified School District board approved several facilities actions intended to expand community access and address capacity during construction work.
Superintendent presented a joint-use agreement with the City of Santa Paula that allows each party to use the other's facilities at no charge when those facilities are not in use; custodial or staffing costs are charged when staffing is requested. Trustee Frutos moved to approve the agreement; the motion passed 5–0.
On capital projects, staff recommended a change order (number 3) for the Santa Paula High School library to finish remaining work; the report put cumulative change orders at about $109,000. Trustees approved the change order.
For Isabelle Middle School, the board reviewed bids for interim portable housing to support a modernization project. The low bidder was Bridal Construction with a base bid of $2,564,000 for site work and pad construction to host up to 19 portables. Trustees asked whether the district should purchase portables instead of leasing, and how pads might be reused for future phases; staff said pad design can support future development and noted the district will revisit the final number of portables and leasing vs. purchase before committing to rental accounts. The contract award was moved and passed 5–0.
Board members asked staff to return with cost comparisons for buying vs. leasing portables and to consider repurposing units at other sites when projects complete.
The approved items will proceed to contracting and scheduling; staff said the library would be ready to open shortly and that portables will be staged to support the Isabelle project.
