The Franklin City Council convened a called meeting at 6 p.m. on February 17 and voted to go into closed session to discuss and negotiate terms of employment for a candidate for city manager, officials said.
"Pursuant to Virginia Code section 2.2-3711(a)(1), the Franklin City Council will meet in closed session for the purpose of discussion and negotiation of terms of employment," said Doctor Johnson during the meeting.
The council moved into closed session after a motion and second, and the presiding officer announced the motion carried. After returning to open session, council members completed the statutory certification that only the matters identified in the motion had been discussed.
Chair said on the record, "We discussed contract, and interview discussions with a candidate for city manager," disclosing the subject of the closed meeting as required by law. The body then took a motion to adjourn.
During follow-up discussion, a council member described next steps for extending an offer: staff would reach out to the candidate the council wished to hire and, if the candidate declined, the contract would be held ready and another party (referenced in the meeting as "Mr. Cox") would be informed only after the candidate refused the offer. Members reminded one another not to use individuals' names on the public record for personnel matters.
The council adjourned after those procedural steps.
