Tama County approves conservation transfers, contracts, appointments and returns road crews to 8-hour shifts

The Board approved a $92,000 transfer to the Conservation Land Acquisition Fund, $5,000 to equipment, accepted Teamsters union and municipal law-enforcement contracts, reappropriated funds to cover veterans and relief overages, appointed members to county boards, reorganized leadership, approved claims, and directed the Secondary Roads Department to resume five 8-hour workdays.
The Tama County Board of Supervisors on June 29 approved a package of financial and personnel actions, including transfers to conservation funds, labor and municipal contracts, appointments to county boards, and a reversal of a temporary 10-hour work schedule for secondary roads employees.
By resolution the board transferred $92,000 from the General Fund (0001) to the Conservation Land Acquisition Fund (0027) for future renovation and land acquisition projects and $5,000 from the General Fund into the Conservation Machinery & Equipment Fund (2000) for future vehicle replacements. Curtis Behrens, the county’s Conservation Director, presented the request; the resolution was adopted by roll call vote (Hilmer, Turner, Knebel, Doland, Kupka — all aye).
The Board approved union contracts with International Brotherhood of Teamsters Local Union #238 covering Sheriff and 911 staff; the roads union contract had not yet been received. The Board also approved law-enforcement service contracts presented by Sheriff Schmidt with Clutier, Chelsea, Elberon, Garwin, Gladbrook, Lincoln, Montour and Traer and authorized the Chair and Auditor to sign them.
Because the Veterans Affairs and Relief Services budgets exceeded their approved amounts, the Board approved a reappropriation resolution moving available under-budget funds in the Auditor’s Department (02) to cover $1,100 in Veterans Affairs (21) and $3,900 in Relief Services (25). The reappropriation was adopted by roll call vote (all aye).
On personnel and governance matters, the Board reappointed Nancy Smith to the Tama County Board of Adjustment for a term July 1, 2026–June 30, 2031. Wade Mitchell declined reappointment to the Zoning Commission and the Board appointed Jim Niebergall to the Zoning Commission for the same five-year term. Chair Mark Doland stepped down and the Board appointed Supervisor Heather Knebel as Chairwoman and later appointed Doland as Vice Chair; both motions passed unanimously.
Supervisors approved regular claims for payment totaling $333,658.08 and health claims totaling $1,079.17.
Separately, after a trial period of 10-hour workdays in the Secondary Roads Department, the Board voted on a motion by Supervisor Curt Kupka, seconded by David Turner, to return all Secondary Roads Department employees to five 8-hour workdays effective immediately; the motion carried with all voting aye.
New-business items recorded included notice that the Central Iowa Juvenile Detention Center will raise its daily rate from $150 to $175 and that county staff installed POE switches and purchased a tripod for the OWL. The minutes note that the Zoning Commission continues work on the Comprehensive Land Use Plan and that Region 6 may assist.
The meeting concluded after additional public comments; Chairwoman Heather Knebel adjourned the meeting at 9:20 a.m.
