The Milledgeville City Council took several formal actions Oct. 28, 2025 following an extended appeal hearing and routine business items.
Key votes and motions
- COA for 540 West McIntosh Street: After hearing appellants and witnesses about alleged procedural irregularities at the Historic Preservation Commission, the council voted to reject the HPC approval (motion moved by speaker 7, seconded by speaker 4). The clerk recorded all present council members voting in favor of rejection.
- Ordinance O-25-10-16 (2025 millage rate): The ordinance to levy taxes at 11.37 mills was read for the first time; council scheduled the second reading and possible adoption for Nov. 18. The city manager said the millage rate is unchanged from last year and that tax bills would be mailed once adopted.
- Alcohol license renewals (Resolution R-25-10-45): Council adopted a resolution approving the 2026 renewal applications as listed on the attached exhibit by roll call with unanimous recorded "Aye" votes.
- Individual alcohol license: The council considered an application for Jaiman Patel, doing business as Jolly Rogers (2600 North Columbia Street), for on-premises beer and liquor. The motion to approve was adopted by roll call; Dr. Lee recorded a "No" on the application and the remainder voted "Aye." The clerk announced the motion approved.
- Appointments: Council confirmed reappointments to the Land Bank Authority: Gus Percy and Ryan Fryer were each approved by roll call vote.
Other business
The council agreed to follow up on a constituent concern that a Land Bank Authority appointee had not received meeting notices; staff offered to contact the county manager. The council also moved into an executive session for a personnel matter and returned to adjourn.
Votes recorded in the meeting minutes and roll calls are the official local record; parties may appeal certain administrative decisions to Superior Court.
