Residents tell Cary board contractor is violating construction-hour rules; village staff say they've followed up

At the village board’s July 7 meeting, resident Mary Speakleman raised multiple complaints about construction activity she attributed to a developer identified as Seasons of Cary, alleging repeated early starts, late-night generator use and pole-driving past permitted hours, and unsafe work near newly installed fiber-optic cable.
Speakleman said neighbors have photographed and videoed workers beginning work "around 6 a.m." on weekdays and sometimes continuing noisy activity past 9 p.m., including pounding in fence posts and running a loud generator. She also said crews had not contacted utility locators before driving posts near recent fiber-optic installations and asked where residents should report violations.
Chair responded that residents should call Village Hall and provided the community development contact (Brian Simmons). Brian Simmons told the board staff had worked with the contractor to address several issues and that community development can issue citations for noncompliance with construction-hours and noise regulations; staff also noted that some activities (workers arriving on site before hours to assemble) are not, by themselves, violations unless construction activity begins before allowed times.
The board encouraged residents to report incidents so staff can investigate. The meeting later moved on to other business.
