MoDOT offers to restore TAP grant; Ashland weighs a $115,000 maximum local match

Staff said the project had been canceled previously after bids exceeded the original grant funding. "When that project was bid out, it came in at over $600,000. The grant award at the time topped out just over $100,000," staff said. MoDOT subsequently contacted the city and indicated it could provide up to $500,000, prompting staff to bring the item back for consideration.
The project as described would include the Liberty sidewalk connection and rapid flashing beacon sets at the South Campus and the high school. Staff estimated an out-of-pocket maximum for the city of about $115,000 if rebids come back at similar prices; staff emphasized that approving the resolution tonight incurs no immediate cost but would allow the city to pursue the additional MoDOT funding and re-bid the project.
Council discussed ownership of frontage (much of the section is school-owned), the YMCA's separate contract, the need to rework bid documents and engineering, and risk scenarios if rebids exceed estimates. The council moved and approved the resolution to restore the city's participation in the TAP application process and asked staff to pursue details with MoDOT and the regional planning commission.
