Mayor Lopez calls special Dec. meeting, council recesses to closed session on anticipated litigation

Mayor Lopez called a special city council meeting for December 2024, opened the public portion, and then recessed the meeting into a closed session to consult with legal counsel about anticipated litigation under the California Government Code.

The clerk conducted roll call at the start of the meeting, recording District 1 Council Member Casey, District 2 Council Member Viera and District 4 Council Member Martinez as present and noting Vice Mayor Silvera (District 3) as absent. "Present," the presiding official replied when the clerk called the mayor's name.

The mayor outlined public-comment procedures for the session and said the council had adopted rules allowing no more than five minutes per speaker and that decorum rules were posted outside the chamber. The clerk then announced there were no in-person speakers, no online hands raised and no emails received for the citizens-communication portion. "There are no hands raised online and no emails received," the clerk said.

After closing the public portion, the council moved into a closed session "with the conference of legal counsel for anticipated litigation," citing the meeting notice and the relevant provisions of the California Government Code. Before the recess the mayor asked whether anyone in the public wished to comment on the closed-session item; none did.

On return from closed session the council reported "no reportable action." The presiding official said the meeting would resume in about two minutes.
