A consultant presented a two-part analysis: evaluation of the existing pavement-management system and prioritized recommendations. The plan identifies corridors for near-term focus (with the Henry Clay corridor from Broadway to Peterson named as the top recommended improvement), recommends intersection upgrades at Liberty and Henry Clay, and suggests completing frontage-road improvements along Highway 63 where right-of-way allows.
For budgeting, the consultant recommended concentrating on maintenance during the first three years: structural overlays on the poorest-rated segments and seal-coating on good and fair segments. He estimated that approximately $440,000 across the first three years would allow the city to address the worst segments and then return to a lower annual maintenance level, while staff pursues grant funding (including MoDOT and other sources) for larger corridor projects.
Board members discussed multimodal design features, the challenge of speed differentials among modes, and the need to coordinate with the school district to address pick-up/drop-off congestion on Main Street. The plan also contains recommendations to apply complete-streets principles, evaluate truck traffic in the Highway 63 corridor, and consider design speeds and traffic calming measures to reduce speeding.
