Natchitoches Economic Development Alliance reviews activity report; council weighs one‑year funding vs. three‑year term

The council heard an executive summary from Laura Lyles, who identified herself as President and CEO of the Natchitoches Area Chamber of Commerce and executive director of the Natchitoches Economic Development Alliance (NEDA). Lyles outlined NEDA’s work on industrial site certification, redevelopment of the former International Paper Red River Mill site, workforce development and retail recruitment.
Lyles said the city’s contribution currently makes up about 27% of NEDA’s annual budget and asked the council to consider a three‑year cooperative economic agreement to give the organization more predictable funding for planning. “A three year commitment would really help us forecast planning and budgeting,” she said.
Council members acknowledged NEDA’s work but expressed concern about committing multi‑year funds given competing demands for public‑works, planning and drainage. A council attorney suggested a non‑appropriation clause could allow a multi‑year term while protecting the city if funding is not available. NEDA’s Leslie Oglesby also described program work and noted many partners now share the financial burden.
The ordinance authorizing a one‑year MOU for $45,000 (fiscal year June 2026–May 2027) was introduced for consideration; final action will occur at the July 13 meeting.
