Alderman Miss Mapp presented a written request to the council on July 22 asking that the 400 block of West Walton Street be renamed "Richard Lou Mullins Way" to honor the late Alderman Richard Mullins, who served District 5 for 21 years.
In her statement Miss Mapp described Mullins as a “dedicated public servant” with deep ties to the District 5 community and said residents of the Torranceville neighborhood had requested the change. “The proposed renaming ... will not only serve as a permanent tribute to Alderman Mullins, but also would foster a sense of pride and connection with the community,” her letter said.
City staff explained a 2021 ordinance governs street‑name changes and outlined the practical steps that will be required: updating resident addresses, revising 911 maps and notifying affected residents and organizations. Staff said those steps are procedural but time‑consuming and that the city will return with a formal resolution and timeline once the process has been completed.
