Douglas County approves revised site plan for Hynan Outdoor Power Equipment at East 1500 Road

Douglas County commissioners approved a revised site plan for Hynan Outdoor Power Equipment, located at 1795 East 1500 Road, after a staff presentation and brief Q&A with the applicant.

Avery Kerner, a planner with the Lawrence/Douglas County planning office, explained the proposal: a parcel combination increased the site to about 11.04 acres, enabling a west-side building addition to an existing 4,800-square-foot structure, expanded parking (the corrected parking summary shows 24 stalls), an open-air carport/display structure for outdoor equipment and updated photometric lighting plans. Staff's analysis found the revised layout met applicable zoning regulations and review criteria. The plan removes an existing detention pond; the county engineer reviewed stormwater implications and concluded that with the larger combined parcel the overall impervious percentage puts the site under the threshold that would require additional stormwater detention.

Applicant Dustin Baker, one of the property owners, said the tenant has operated at the site for nearly five years, employs six people now and expects to double staff to 12 after the expansion. Commissioners asked about the size and purpose of the open-air carport (roughly 2,200 sq ft for equipment display) and about ADA parking; staff confirmed ADA stalls were included and that parking counts were corrected in a revised plan packet filed earlier the same day.

A motion to approve the revised site plan (SP as specified in the staff packet) passed unanimously; staff noted the conditions listed in the staff report had been met prior to the vote.
