Jurupa Unified gets multiple state grants; board accepts required plans and a clean audit

Grants and awards: Brooks said the California Department of Education notified the district of multiple 2025–26 awards, including $351,813 for Adult Education and Family Literacy (WIOA/Title II), $882,428 for the Career Technical Education Incentive Grant (CTE/CTIG), a $2,500 educational cybersecurity grant for SAFER, $28,715.23 for agricultural career-technical education, and a $4,620,503 award for Pedley Elementary (California Preschool, TK and full-day kindergarten facilities program). Ford added that the district has been awarded $83,393,611.96 in state facility funding to date. Brooks also reported ACES after-school funding of $2,550,514.49 and a 21st Century Community Learning Center award of $381,595.81.
State budget overview: Ford summarized the governor's January proposal, which projects higher state revenues but carries risk if markets shift. She said the governor is proposing a 2.41% cost-of-living adjustment for education (the district's planning assumption had been 3.02%) and described a proposed Prop 98 "settle up" of roughly $5.6 billion along with a $2.8 billion one-time discretionary block grant and a proposed $1 billion ongoing investment in community schools; Ford cautioned that trailer-language details will determine how funds are distributed and that the Legislative Analyst's Office is more conservative in revenue projections.
Board actions: Trustees unanimously approved issuance of the 2024–25 School Accountability Report Cards (SARCs), the 2026 Expanded Learning Opportunities Program (ELOP) plan, the district's summer-school and enrichment plans (Next Level Summer and Ready, Set, Go), and accepted the 2024–25 annual audit, which auditors delivered as an unmodified (clean) opinion. Ford noted one finding of noncompliance in the audit related to the Expanded Learning Opportunities Program arising from a third-party training gap; staff said monitoring procedures have been implemented and there were no financial ramifications reported by auditors.
The meeting adjourned after routine closing remarks; the board will receive further budget details at second interim and May revise milestones.
