The Finance, Revenue and Bonding Committee voted to JF Senate Bill 447, an act establishing a homestead property tax exemption, after members debated whether the measure should be required statewide or remain an optional municipal tool.
Chair opened consideration of SB 447 and recognized senators and representatives who asked for clarification. Senator Fazio said he would vote against flagging the bill today, expressing skepticism about making a municipal option into a statewide requirement and urging further discussion: “I’m skeptical but open minded about making it a statewide exemption,” he said. Several members echoed concern that a statewide mandate could be an unfunded obligation for towns and called for a funding mechanism to accompany any expansion of the exemption.
Senator Fonferra and other supporters emphasized the issue’s importance for seniors facing rising property taxes and noted the committee has previously examined the topic. The Chair said conversations on the policy would continue and that a yes vote in committee would advance the bill to broader consideration but not finalize policy.
The committee held a roll-call vote to JF SB 447 to the House floor; the roll-call as recorded in the transcript totaled 21 yes and 7 no. The Chair confirmed that, subject to administrative procedure, votes would remain open until 5 p.m. and the committee recessed.
SB 447 will now move to the next stage for floor consideration, where members said further debate and potential amendments are expected.
