Council approves rezoning for modular-home model and warehouse at 8650 West Flatwoods Road

Ellettsville’s Town Council on March 23 approved Ordinance 2026-04 to rezone a 10.7-acre parcel at 8650 West Flatwoods Road from Agriculture to Industrial 1 to accommodate a warehouse, office and about 10 model modular homes on display.
Planner Darla told the council the property was annexed into the town on Nov. 24, 2025, received primary plat approval on Feb. 5, 2026, and was forwarded to the council with a unanimous recommendation from the plan commission. “The petitioner, Bridal Owning, is requesting to rezone 1 parcel consisting of 10.7 acres from agricultural to industrial 1, which is light industrial,” Darla said. She said the modular homes will be model displays, not constructed on-site, and “there will not be any chemicals on-site.”
Darla added that the site is about 0.4 miles (2,000 feet) from West State Road 46 and that the comprehensive plan designates nearby land for general business and light industrial uses. No one rose for public comment in the chamber or online.
Council member William Ellis moved to approve Ordinance 2026-04; the motion was seconded and passed on a roll-call vote. The clerk recorded the vote as Yes from Scott Oldham, Dan Swafford, William Ellis and Trevor Sager. The ordinance changes the parcel’s zoning classification from Agriculture to Industrial 1, enabling light-industrial and warehousing uses consistent with town planning staff guidance.
The council’s approval follows the plan commission’s unanimous recommendation and staff assurances about on-site uses and compatibility. The petitioner said the business will relocate modular-home model displays to the site and that any models would be deconstructed and removed after roughly three years, rather than continually moved on and off the parcel.
Next steps: With second-reading approval complete, the ordinance becomes effective according to the town’s ordinance-adoption rules; council staff will finalize the ordinance paperwork and post the official record.
