Roswell mayor, council vote 4-0 to move into closed session on personnel, real estate

Mayor Kurt Wilson convened a special called meeting of the City of Roswell on Dec. 8, 2025, and asked City Attorney David Davidson to read the single item on the agenda: a recommendation to move into a closed session.

"The only item I have is a recommendation for closure to discuss personnel litigation and or real estate," City Attorney David Davidson said. Mayor Kurt Wilson then asked for a motion to close the public meeting.

Councilor David Johnson moved to close the meeting; the motion was seconded by Councilor William Mortland (the transcript later spells the seconder as "Moreland"). Mayor Wilson recorded the vote as "4 to 0 and unanimous," and the council moved into the closed session the city attorney had recommended.

The mayor stated there were no other items on the agenda, and he adjourned the special called meeting. No public discussion of the underlying personnel, litigation or real estate matters was conducted on the record at this session; the council proceeded to closure for those matters as described by the city attorney.

Present at the start of the meeting, as introduced by Mayor Wilson, were council members Christine Hall (mayor pro tem), David Johnson, William Mortland and Alan Sells; the mayor said Council Member Sarah Beeson would join shortly and that Council Member Lee Hills was out for the evening. The transcript records the motion, the 4-0 tally and the adjournment but does not record individual roll-call votes by name.

The special called meeting concluded after the council voted to enter the closed session; no additional public actions were taken on the record.
