Mahwah Council adopts ordinances, approves bond measures, contracts and appointments
Summary
At its June 8 meeting the Mahwah Township Council adopted multiple ordinances including a no-cash policy and several bond ordinances, approved contracts and change orders, extended a School Resource Officer agreement and re-appointed the tax assessor; bills totaling $1,156,975.66 were approved.
The Township of Mahwah Council on June 8 adopted a slate of ordinances and resolutions, approved contracts and awarded program funding after a combined work session and public meeting at the municipal center.
Council adopted Ordinance No. 2097 (a “no cash accepted” policy) and several bond ordinances to fund capital and utility improvements, including Ordinances No. 2098 ($1,501,800 for various capital improvements), No. 2099 ($750,000 for water and sewer utility improvements) and No. 2100 ($100,000 for upgrades to township-owned properties designated for affordable housing). All of the above were adopted on second reading by roll call vote with unanimous support. The Council also adopted Ordinance No. 2101 amending business-district uses; that measure passed unanimously. Ordinance No. 2102, amending the IP120 Industrial Park zone to permit outdoor storage as a conditional use, passed on second reading with one no vote (Councilmember Ariemma).
The Council approved consent agenda resolutions and separate votes on other matters. Resolutions included the appointment of Anthony J. Rinaldi, Jr. as Tax Assessor effective July 1, 2026 (Resolution #225-26) and adoption of Resolution #215-26 proclaiming June 2026 as Pride Month. The Council also authorized a professional services contract with PDS Therapy to provide clinical therapist services to the police department under a state wellness grant (contract amount not to exceed $7,750) and approved an Extraordinary Unspecifiable Service (EUS) contract with PIA/World Insurance Associates, LLC for health insurance brokerage and benefits consulting for an amount not to exceed $74,648.
A change order increasing the contract for epoxy flooring at Fire Company No. 2 by $2,500 (Change Order #1 to MTB #25-18) was approved. The Council authorized the Business Administrator to prepare specifications and advertise sealed bids for Solid Waste Collection Services for contracts beginning January 1, 2027, and authorized use of Alternate Bid A to include a Mahwah Board of Education paving project in the Township’s 2026 Road Improvement Program via a Shared Services Agreement.
On intergovernmental agreements, the Council authorized a Shared Services Agreement with the Mahwah Board of Education to incorporate the Board’s paving as Alternate Bid A; the Township will serve as lead agency for bidding while the Board retains final authority to accept the alternate bid. Separately, the Council authorized an addendum extending the memorandum of agreement to provide a School Resource Officer at Mahwah High School for Sept. 1, 2026–June 30, 2027. The total SRO cost listed in the addendum was $198,437.65, with the Board responsible for 50% ($99,218.83).
The Council approved the Home Improvement Program award for Case #MAWA-2506 (877 Darlington Ave), awarding the work to A-Plus Construction, Inc. for $28,800 with $5,400 to be paid by the homeowner and a program forgivable loan of $23,400 recorded for ten years.
During the meeting the Council approved previously signed bills and claims totaling $1,156,975.66 by roll call vote.
What happens next: Many of the adopted ordinances take effect upon final passage and publication as required by law. The shared services agreement and awarded contracts will proceed according to the terms approved by the Council and as set out in the applicable resolutions and agreements.
