Mahwah awards $414,950 contract for Lawrence Road water‑main replacement; construction engineering approved

Mahwah Township on June 22 approved a contract to replace an aging water main on Lawrence Road and cleared related construction services and contract adjustments.
The council, acting on the recommendation of Township Engineer Michael J. Kelly, awarded the Lawrence Road water‑main replacement contract to Kulpeska Land Improvement Corporation for $414,950, below the engineer’s estimate of $440,000. Kelly told the council that ten bids were received and that Kulpeska was the lowest responsive and responsible bidder. The project covers the installation of approximately 1,310 feet of 8‑inch ductile‑iron main, transfer and reconnection of about 13 services, pressure testing and disinfection, and related pavement work.
To support construction, the council authorized a separate professional services contract with H2M Associates for construction‑phase engineering at a not‑to‑exceed amount of $11,500, per H2M’s proposal. Kelly said H2M will provide shop‑drawing reviews, limited construction administration and up to ten hours of field assistance, with the option for expanded services by amendment.
Separately, the council approved Change Order #1 (final) for the Karen Drive and Lynn Terrace contract with LaForza Construction. The change order reduces the LaForza contract by $3,573.23 to an amended not‑to‑exceed amount of $130,027.72; Estimate No. 1 for payment of $127,427.17 was included in the engineer’s packet.
The Council adopted the measures under the consent agenda and approved bills and claims during the public meeting. The Chief Financial Officer certified the availability of funds for the Lawrence Road award in the identified capital accounts.
What’s next: Contract documents and the H2M agreement were authorized for execution; work timelines and construction scheduling will be posted on the Township website, and residents will receive scheduling information for the road and water‑main work as details are finalized.
