Eagle Township to consider PA116 farmland applications and asks attorney to draft temporary data center moratorium

At its Dec. 18 meeting the Eagle Township Board heard a Planning Commission update, received two PA116 farmland and open-space preservation applications for preliminary review and voted to ask township counsel to draft a temporary moratorium on data centers.
Planning Commission Chairperson Brad Rich reported the commission is updating application forms (starting with the Boundary Lot Adjustment form) and approved a Special Land Use Permit with conditions and a site plan with conditions for an accessory dwelling unit at 15410 South Wright Rd. The commission also approved its 2026 meeting schedule.
Trustee Michelle Hoppes presented two PA116 applications (parcels 070-023-300-005-50 and 070-023-200-005-51 on Niles Rd. south of Clark Rd.; and parcel 070-018-100-005-53 near Jones Rd. and Herbison Rd.). The applications were submitted to the Clinton County Planning Commission and Clinton Conservation District for comment and the board scheduled formal consideration for the Jan. 20, 2026 meeting.
On a separate land-use motion, Trustee Michelle Hoppes moved and Treasurer Chelsea Hoppes supported a request that the law firm Foster Swift draft a resolution placing a temporary moratorium on data centers. The board carried the motion; the meeting record does not specify the moratorium’s geographic scope, duration or regulatory details, and the attorney-drafted resolution will return to the board for consideration.
The board also appointed Marcy Dean to the Zoning Board of Appeals to complete an expiring term and Supervisor Troy Stroud said he will check with attorney Mike Homier about ZBA access to counsel and communicate with ZBA Vice Chair Strzalka.
Public comment at the meeting included a resident request for a speech-to-text option to improve meeting accessibility. The PA116 items will next appear on the Jan. 20, 2026 agenda for formal action.
