Planning Board allows 16 Certificates of Occupancy for Willis Woods while town studies Main Street traffic calming

The Lynnfield Planning Board voted April 29 to permit the issuance of 16 Certificates of Occupancy for the Willis Woods Lynnfield development while the town evaluates long‑term traffic‑calming measures on Main Street.
Jessica March of Toll Brothers told the board the developer expects its 10th Certificate of Occupancy in June and is requesting additional COs to allow more residents to occupy units. Planning & Conservation Director Emilie Cademartori told the board several Main Street improvements remain, including paving, tree plantings at the entrance, sidewalk reconstruction near the golf course, and installation of a flashing beacon at a crosswalk.
Cademartori said the Department of Public Works and the Police Department asked for more time to determine the town’s long‑term expectations for speed‑calming measures. "The Town would like the Planning Board to extend the installation deadline until September 15 to give the Town additional time to decide the appropriate traffic calming measures and best method for installation," she said.
Board members agreed to separate items that are holding up CO issuance from those that are not. Vice Chair Amy MacNulty moved to allow issuance of 16 COs, including the clubhouse certificate, with the speed‑hump question left open until Sept. 15; member Brian Charville seconded the motion, and it passed 4‑0.
Board members asked for follow‑up on several outstanding details: whether a stump on the sidewalk is part of the improvement work (Scott Cameron of the engineering team said he believed the stump was not within the sidewalk‑improvement scope) and the timing of a fire gate at Friendship Lane (March said the gate has been ordered and is about three weeks out). Chair Page Wilkins also requested that the Police Chief attend the next Planning Board meeting to update the board on traffic‑calming recommendations.
The board also requested a copy of the final Master Deed and Declaration of Trust for the development; March said she would deliver a copy to Director Cademartori on Tuesday.
