Tinicum awards 2026 seal coat contract; Public Works recycling millings to cut costs

Tinicum Township supervisors on June 2 awarded the 2026 seal coat contract to Asphalt Maintenance Solutions (AMS) for $114,721.10, producing savings versus the $125,000 budget and leaving funds available in the liquid fuels account.

Manager Judith Danko told the Board the bid covers roughly 79,118 square yards across multiple roads including Cafferty, Twin Lear, Stage Coach, Tinicum Creek, Second Street and Center Road. John Cole moved to award the contract; Todd Quinby seconded and the motion passed unanimously.

Danko also described an in‑house Public Works innovation: the crew built a screed‑style sifter from repurposed PennDOT guiderails that allows roadway millings to be processed and reused directly from a dump truck. After grading and rolling, the processed millings bind when warm and produce durable surfaces at a fraction of the cost, she said. The method has enabled more pavement work despite limited resources.

Quinby asked whether future budgets could prioritize shoulder reconstruction instead of only seal‑coating; Danko said that could be discussed during the September budget process and would likely require supplemental funding. Resident input at the meeting suggested using the immediate savings to fund additional maintenance, but no formal reallocation was proposed tonight.

The Board approved the consent agenda concurrently, which included payment #5 to Loftus Construction for Headquarters Road Bridge rehabilitation.
