Council accepts 2025 TIF report, adopts CDBG resolution and passes two ordinances

City staff presented the 2025 TIF annual report and fiscal summaries and noted an updated Baker Tilly analysis; council voted to accept the report so the clerk‑treasurer could file it with the Department of Local Government Services. The mayor and staff said the financials were in order and recommended acceptance.
On federal grants, staff opened the CDBG public hearing and explained HUD rules and eligibility criteria. The council adopted the affirmative‑action and Section 3 documents and approved Resolution 2026‑07 authorizing the mayor to submit a CDBG project proposal for federal FY2026 (the city’s CDBG allocation was stated as $112,590). Staff said applications and supporting documents must be submitted by May 6, 2026.
On municipal code changes the council debated Ordinance 2026‑04, amending inspection and enforcement rules for unsafe and vacant structures and establishing a dedicated hearing authority; a roll‑call vote recorded the ordinance as passing 7–0. The council also completed readings and adopted Ordinance 2026‑05 (budget appropriations for 2026), which was approved on second reading.
What’s next: the clerk will upload the TIF report to DLGS and the city will proceed with the advertised CDBG application process and forthcoming public hearings related to annexation and development approvals.
