Williams addressed the council during public comment, said he was honored to be considered and expressed readiness to begin serving. Councilmembers thanked Chief Johnson for stepping into the acting city manager role during the transition and welcomed Williams. The motion to appoint Williams and authorize the mayor to execute the agreement passed 5–0.
The council directed staff to finalize the administrative details so the interim appointment could begin the next day; Williams said he planned to start at 8 a.m. the following morning.
