Agency City Council approves intergovernmental agreements, fireworks display and street closure; tables side-by-side purchase

The Agency City Council on May 14 approved several routine intergovernmental agreements and event permits, began a local property procedure and delayed a proposed equipment purchase.
Mayor Pro-Tem Lane Morrison called the meeting to order at 7:01 p.m. Council members Sara Jane Douglas, Jim Lind, Steve O’Brien and Taylor Wolkenhauer were present. Early on the council unanimously approved the meeting agenda and the consent agenda.
On formal motions, the council approved Resolution 2026-04, a 28E agreement between the Wapello County Sheriff’s Office and the City of Agency; Resolution 2026-05, a 28E agreement among the City of Ottumwa, Wapello County and the City of Agency; and Resolution 2026-06, the fireworks display agreement with J&M Displays for the July 4, 2026 celebration. Each resolution passed on roll-call votes with all members present voting aye.
The council also approved Resolution 2026-07 to temporarily close the 100th block of East and West Main Street for July 3 and 4 to accommodate holiday activities.
A proposed purchase of a side-by-side utility vehicle prompted discussion. City Clerk Angel Schafer read a prepared statement describing tasks the vehicle would make easier. Resident Alan Novak described his six years’ experience using a side-by-side and said a lower-cost model could suffice because many tasks occur in warm weather. Council member Sara Jane Douglas urged fiscal responsibility. Steve O’Brien moved to table the purchase so the council could review used options; the motion passed on a roll-call vote with Morrison, Douglas and O’Brien voting to table and Lind and Wolkenhauer voting no. The council will revisit the purchase when the options are available.
On property matters, Sara Jane Douglas asked to begin the procedure related to 205 Caylor Street. Mayor Pro-Tem Morrison moved to start the procedure and the council approved the motion; the agenda item will move forward per city procedure.
During public forum, Becky Warren raised a complaint about a delivery-truck driver and requested that the city speak with Jake Johnson, saying several of her drivers were yelled at when they used the city right-of-way on his property. Mayor Pro-Tem Morrison said he will reach out to address the complaint. Toni Cameron urged the council to be fiscally responsible and to avoid unnecessary purchases. Tim Richmond described an advisory council he has formed regarding emergency medical services.
The meeting adjourned at 8:15 p.m.
