Utility committee hears Viking Tank on water-tower maintenance program

Matt said the program is designed to “bring it on in year 1,” meaning newly completed towers enter the maintenance rotation immediately, and that the work includes regular inspections and coating management. “It’s been a long process. I think we’re well over a year,” Matt said, describing discussions with staff and the importance of on-site inspection during work.
Committee members asked whether the maintenance contract covers repainting and whether it overlaps with the initial painting covered by the tower construction contract; Matt and staff clarified that the initial painting is part of the tower-construction contract while the maintenance contract covers repainting on the established schedule and routine annual inspections. One committee member said the packet materials were succinct and easy to follow: “I appreciate you guys putting the work in for making it easy for the layman,” the member said.
Staff emphasized that the program includes annual inspections, coatings and a fund-building component to cover future renovations so that Salem City does not defer maintenance. The proposed plan also allows staff to be involved during inspections to ensure desired outcomes. Committee members pressed on timing — staff said the Industrial Park rehab would begin when the new tower is finished, and the maintenance program is already budgeted in the draft CIP.
The committee did not take a formal vote at the meeting. Staff said it will return with any follow-up replies to committee questions and incorporate feedback into the contract terms before moving forward.
The committee moved on to the draft budget review and other CIP items following the vendor presentation; no action was taken on the Viking Tank agreement at this meeting.
