Salem City board approves $10,500 fence replacement at Billy's Playground

Melissa, a parks staff member who presented the item, told the board that the original aluminum fencing and the subcontractor who installed it were no longer available and that manufacturers and suppliers have not responded to requests for replacement parts. Melissa said she obtained two local contractor bids and recommended switching to steel fencing for strength and repairability, and she said she had three vendor letters documenting attempts to find replacement aluminum components.
"My recommendation is that we go with the D and K Fencing at $10,500," Melissa said. She also said the board would salvage usable aluminum panels for reuse on the playground's east side and plan to submit mitigation justification to FEMA for the upgrade.
Board members asked how FEMA reimbursement would be handled and whether the city would be responsible for any difference if FEMA requires replacement "exactly how it was." Melissa said the city is hoping FEMA will accept mitigation documentation for an upgraded, sturdier fence but added, "worst case scenario, we're out $10,500." The staff presentation included a note that the city would take the amount from the prior-year fund balance, which Melissa said was $636,948.
Members also reviewed a map and confirmed the work will replace the full U-shaped west run of fencing around Billy's Playground (staff estimated about 150 feet at 6 feet high) and that panels on the east side would be retained where feasible.
A board member moved to approve the budget adjustment and award the contract to D and K Fencing; the motion was seconded and the board voiced approval. There were no recorded objections.
The board asked staff to check warranty information with the contractor and to include the vendor documentation in the FEMA mitigation submission. The board approved the contract and budget adjustment and directed staff to proceed with the replacement and FEMA coordination.
