Una presented the Deferred Insurance and Financial Services (DIFS) budget recommendation: a total of $73,271,400, a net decrease of $6,135,000 (7.7%) from the current year, with no change to FTE authorizations. She said the House concurs with the executive on many technical adjustments while consolidating economic adjustments into a single administration line item.
Why it matters: the changes affect insurance oversight, consumer outreach and restricted funds used to support industry‑related training and databases.
Una described a $1,400,000 state‑restricted appropriation for contractual increases tied to operation and maintenance of a deferred presentment database. She also said the House removed two sections (3.06 and 3.07) concerning automobile insurance rate filings and customer service outreach, and revised a section to prohibit appropriated funds from supporting legislative participation in insurance association activities.
Representative Steele asked again whether in‑person workforce language appears in this budget; Una confirmed the same 80% in‑person occupancy language is included as in other house budgets. Rob McKinney raised a question about deleting the geographically disadvantaged business enterprise language (section 214), noting concerns about rural access; the chair said the change reflects leadership direction and acknowledged the need to ensure access across rural areas.
One‑time, state‑restricted appropriations described earlier in the meeting (retained for the Michigan Association of CPAs and Michigan Realtors Association) are reflected in the DIFS package where applicable. Una closed by saying she would not go through boilerplate sections in detail but highlighted that technical and economic adjustments are included.
