The Aransas Pass City Council voted to award the RFP for a pavilion at the Shrimpery Grounds to Western Steel Company for $973,182, accepting the engineer's recommendation that Western Steel was the lowest qualified bidder.
David (project staff/engineer) summarized included line items such as mobilization, site grading, ADA‑compliant sidewalks, electrical and conduit, the pre‑engineered metal building for the pavilion, foundations, allowances for geotechnical testing and dewatering, and recreational court equipment (pickleball and basketball). He said the engineer recommended the lowest qualified bidder after vetting reputations and past performance.
Several councilmembers raised concerns about whether lighting, signage, and other items were fully included in the contract documents and about the project's location versus a potential harbor site. Staff said the MDD (Municipal Development District) board had approved project funding and that changing the location now could trigger additional engineering, testing and funding requests.
Councilmember motioned and the council approved the contract; the roll recorded one opposed vote in the meeting's voice vote. Staff said final retainage and final payments will be withheld until all punch‑list items and a final walk‑through are completed.
