Iowa City gives first consideration to TIF districts for North Dodge/Scott and Sycamore; North Dodge tied to $3.5M intersection

Councilors gave first consideration to ordinances creating tax-increment financing (TIF) districts for North Dodge & Scott and for the Sycamore area.
Rachel Kilberg Varley, the city’s economic development coordinator, said the North Dodge & Scott TIF is linked to a planned $3.5 million project to build a signalized intersection at North Dodge and ACT Circle with associated utility improvements to reopen access into the former ACT campus. “That project is programmed for 2026,” Kilberg Varley said, and staff noted the project remains subject to separate project approvals and competitive bidding.
On Sycamore, staff described the action as a proactive measure aligned with the Strategic Investment District so the city can more quickly consider TIF support if a qualifying private development opportunity appears. Representatives from Greater Iowa City voiced support for both districts as tools to accelerate housing and economic activity in those neighborhoods.
Council gave first consideration to both districts; any final use of TIF for a particular project would return to council for approval of funding and implementation details.
