Pineville council approves developer permits, condemnation notices and 90-day moratorium on barndominiums

Council introduced and passed a franchise-fee ordinance to establish terms with BellSouth Telecommunication LLC (DBA AT&T Louisiana) and approved resolutions authorizing the mayor to serve notice and schedule public hearings for potential condemnation at 115 Greer Street, 105 Wood Street and 1224 Aubrey Street. Each of those items was moved, seconded and carried by the council.
The council also approved three developer permit agreements with JAWS Holding LLC related to Shadow Creek Ranch Subdivision Phase 4. The resolutions authorize the mayor to execute agreements for water-distribution and fire-protection improvements; roadway, drainage and street signage; and wastewater improvements for the phase. The mayor said the phase will add 28 new homes and that the city told the Baton Rouge-based developer the subdivision must have poured concrete streets with concrete curb and gutter and that the city will not permit variances in lot size.
On one of the meeting's more deliberative votes, the council approved a 90-day moratorium on the acceptance, processing and approval of applications to construct barndominiums (described in the meeting as "Barn Dominiums"). The mayor requested a roll-call vote; council members answered in the affirmative and the mayor announced the motion passed. Councilmembers and staff said the city engineer, Mr. Tom David, and staff are drafting language and data-management procedures while the moratorium is in effect.
Other actions included declaring certain Parks & Recreation items surplus for sale, donation or disposal and scheduling a finance committee meeting for June 8 at 5:30 p.m. in the council chambers.
The motions were routine and passed either by voice vote after "all in favor" or by roll call where noted.
