Members of the public urged stronger local campaign-finance rules at the public hearing, including proposals to limit contributions to individuals only and to restrict independent-expenditure spending. Speakers said those measures would reduce special-interest influence. The city attorney cautioned that federal case law (Citizens United) and constitutional limits would constrain local options and said the legality depends on the exact draft language.
Council agreed to bifurcate the ordinance: introduce the election-date and filing-fee sections now (to meet registrar and board of supervisors timelines) and defer the campaign-contribution limit section so staff can research legal options and provide a recommendation. Council waived the first reading as amended and introduced the ordinance sections being advanced.
