Assistant Director of Utilities Stephanie Reyna Highstand presented proposed updates to Tracy Municipal Code chapter 11.04 (article 2) to modernize backflow and cross-connection prevention rules. She said the current ordinance dates to 1988 and the state's California Cross Connection Control Policy Handbook (CCCPH), effective July 1, 2024, expands program elements and raises standards for public water systems.
Reyna Highstand described the key changes: updated definitions, a written cross-connection control plan (already prepared and state-approved), a hazard-assessment process that classifies premises as high/low/no hazard, annual testing completed by June 30 with repairs due within 30 days of failure, an approved testers list, and strengthened enforcement tools including service termination, cost recovery and administrative fees. For systems with over 3,000 connections, the city must maintain a certified cross-connection control specialist; staff proposed recruitment contingent on future operations budgets. The staff recommended introducing the ordinance and waiving the first reading to allow a timely second reading and adoption.
Council voted to waive the first reading and introduce the ordinance; staff said the new regulations are necessary to remain in compliance with state policy and protect drinking water for nearly 98,000 residents served by Tracy's system.
