She told the council the resolution sets limits tied to pricing: the bonds shall not exceed $17,000,000, true interest cost would not exceed 5% and the underwriter's discount would not exceed 1%. Council voted unanimously to approve the authorization and related documents after the Tracy Public Financing Authority took the same action earlier in the evening. Councilmembers and staff noted the savings must remain within the wastewater enterprise fund, and that any fund balance improvements could moderate future rate increases as part of the city's five-year rate plan.
The action approves sale of bonds to an underwriter (Piper Sandler named in staff materials), authorizes final execution of an installment sale agreement, and directs staff to take necessary implementation steps. Castro and staff said the item will return with final pricing materials and related closing documents as pricing is set.
The council vote: unanimous (all present voting yes).
