Still, officials flagged a downward revision to the municipal wheel tax estimate after an outside contractor double‑counted heavy trucks in prior calculations.
Zach Jackson, the city's CFO and controller, said the original wheel tax projection had been $641,000; after correcting an error that double‑counted trucks over 11,000 pounds, the revised estimate is about $178,000 — a reduction of approximately $463,000. Jackson said the street department may be able to absorb the lower revenue within existing appropriations, and staff may return to council with a transfer request if needed.
On enterprise resource planning, Jackson said the city recommends Workday as the ERP solution and has extended an offer for an ERP project manager who will start in May. The council asked for a May recommendation on whether to pay implementation costs up front or amortize them over the contract.
During the public hearing on ordinance D‑2812‑26, the council heard no public comments and moved to suspend the rules and act the same evening. The ordinance appropriates $248,679 from the parks and recreation nonreverting capital fund to cover costs related to the White River Greenway North Extension; the council moved to approve and acted that night.
Council members praised staff for methodical procurement and sought routine updates on the ERP procurement and any future requests for transfers related to the wheel‑tax shortfall.
