The Clayton County Board of Commissioners defeated a staff recommendation to award a sole-source contract (SS-26-22) for court monitoring devices and services to a private vendor and then voted to table the item for additional review.
During discussion staff explained that a sole-source designation requires documentation that no other vendor can provide the patented or unique product; commissioners pressed staff on whether supporting documents were included in the packet and noted the vendor has been involved in litigation with other jurisdictions. The initial motion to approve the award failed after a roll-call voice vote; after discussion, the board voted to table SS-26-22 and bring it back on May 5 so staff and the user department could provide additional information.
The board also approved a series of appointments and zoning actions. The chair nominated Arthur Blackburn to the Department of Behavioral Health and Developmental Disabilities board and the board approved the appointment. The board reappointed Deborah Lovelace and appointed Kari Lewis to the Clayton County Land Bank Board and appointed Greg Wilburn to the License Review Board.
On land-use matters, the board denied a conditional-use permit for JV Tires (BOC-2511-0582) after staff and the zoning advisory group recommended denial for reasons including application incompleteness and a saturated market for tire-related services. The board approved a conditional-use permit for Ideal Lease of Atlanta (BOC-2512-0588) with conditions limiting the CUP to the current operator and requiring compliance with the site and maintenance conditions. Several other rezonings and land-use amendments (including 3 Terrell Mill LLC items) were approved with stated conditions; other items (including multiple Conley Road applications) were deferred to June 16 to allow community meetings.
